BRIEF ON ELECTRIC VEHICLE MANUFACTURING IN  PAKISTAN

Electric Vehicle Policy was approved by the Cabinet in 2019 with the ambitious targets to achieve 30% of production volume of conventional vehicles by 2030. Accordingly tariff incentives were defined for the electric vehicle segment and included in Auto Industry Development and Export Policy (AIDEP 2021-26)

Major incentives for electric vehicle manufacturing of  2-3 wheelers, cars, SUVs, HCVs include  Custom duty on EV specific parts @ 1% including battery, motor, converter, charger etc till the end the of policy period i.e. 30 June, 2026 for entire range of electric vehicles, sales tax at 1% at sales for locally manufactured 2-3 wheelers, cars/SUVs below 50 kWH battery pack, sales tax at import stage waived off for above category, Heavy Commercial Vehicles attract 1 % Custom Duty for entire CKD, waiver of sales tax at import stage, 1 % sales tax levied at sales stage, Reduced Registration Fee for entire range of EVs and streamlined approval process

Pakistan presents significant market potential, with a population of 250+ million people. According to National Transport Research Centre there are approximately 26.3 million motorcycles/scooters on the road (2022) and approximately 2 million are added each year. More than 40 companies have been issued licenses to manufacture 2-3 wheelers.  According to an estimate existing bikes on the road consume fuel of $3 bn. annually which signifies the importance of electric vehicles/e-bikes. More than 35,000 electric bikes have been manufactured locally and the production is increasing due to their affordability.

 In addition, 2-3 companies have submitted expression of interest for manufacturing of 4 wheelers. One manufacturing facility will start assembly of  electric 4 wheelers in June 2024, whereas the electric vehicles on road are mainly imported in completely built form till now. Similarly, heavy vehicle segment including buses used for intra-city transportation present an opportunity to shift to electric vehicles

The country presents huge prospects for local manufacturing of part and  accessories like motors, batteries, controllers, battery management systems etc for the electric vehicles, The environment friendly technologies with minimum maintenance cost are expected to take significant market share in near future as the Government making efforts to provide necessary support for technology absorption, localization and infrastructure development. .
